Three Departments Issue Guiding Opinions on Optimizing Natural Resource Allocation to Promote Tourism Development

On October 13, 2026, the Ministry of Natural Resources, the Ministry of Culture and Tourism, and the National Forestry and Grassland Administration jointly issued the "Guiding Opinions on Optimizing Natural Resource Allocation to Promote the Standardized and Orderly Development of Tourism." The document improves the land use guarantee mechanism in aspects such as dynamic maintenance of planning, the "multi-plan integration" of detailed planning for scenic and historic areas, independent tourism land use outside urban development boundaries, and the addition of new tourism land categories, using territorial spatial planning to expand space and increase momentum for the tourism industry. At the same time, it emphasizes strict adherence to the bottom line of the "three zones and three lines," and strictly prohibits unauthorized changes to land use under the guise of tourism projects to build villas, private manors, real estate, etc. At present, the guiding opinions have been issued, representing the latest progress.
