China Association of Travel Services Issues Outbound Tourism Safety Consumption Advisory

On October 10, 2026, the China Association of Travel Services issued "Organized Travel, Safer — Outbound Tourism Safety Consumption Advisory." The advisory requires consumers to complete three verification steps before travel: "check qualifications, sign a contract, pay to the corporate account," and to confirm that the travel agency holds a "Travel Agency Business License" that includes "outbound tourism business." The advisory lists the risks of unqualified group tours in five aspects: insurance, robbery and theft assistance, pre-departure warnings, vehicle vetting, and emergency plans, and provides five safety guarantees of compliant travel agencies as well as safety rules for after going abroad.
