European Commission Proposes 5-Point Plan to Strengthen EU External Border Resilience

The European Commission has proposed a 5-point plan to prevent, anticipate and respond to sudden, mass illegal arrivals, strengthening the resilience and security of EU external borders. The Commission says the EU's existing migration framework has delivered results, with illegal border crossings at their lowest level since 2021, but recent events—including this summer's Ceuta crisis—have tested the borders and shown that tools must evolve for emergency situations. The plan builds on the January 2026 European Strategy on Asylum and Migration and is guided by five key areas set out by President von der Leyen, stressing that external border protection is a shared European responsibility.
