Shanghai issues 15th Five-Year Plan for innovative urban tourism development

On October 13, 2026, Shanghai held a municipal government press conference to interpret the "Shanghai Municipal Urban Tourism Innovation and Development '15th Five-Year' Plan." According to China Tourism News, the Shanghai Municipal Administration of Culture and Tourism recently issued the plan, proposing that by 2030 it strive to rank among the world's top tier for tourism, build tourism into a strategic pillar industry, a livelihood industry, and a happiness industry, and build China's first stop for inbound tourism, China's preferred destination for urban tourism, and a demonstration zone for deep integration of culture and tourism. The plan consists of 3 parts: overall requirements, main tasks, and safeguard measures. The main tasks cover building the "One River, One Creek" world-class waterfront tourism area, improving the "Hu Xiaoyou" city life intelligent agent, and building the first stop for inbound tourism. The press conference also proposed striving for tourism revenue to exceed 900 billion yuan by 2030.
