Public Notice on Sea Use for Xianglu Bay Offshore Amusement Park in Zhuhai

On October 13, 2026, Xiangzhou District, Zhuhai City published the sea area use demonstration report form for the Xianglu Bay Offshore Amusement Park project. The report states that the project's overall sea use area is 75.83 hectares, all for open-type amusement park sea use, for residents and tourists to carry out low-speed offshore sports such as unpowered sailing boats, windsurfing, paddleboarding, kayaking, and water bicycles, with no construction of floating bridges, dock platforms, fixed boardwalks, or other structures. The project adopts a "overall demonstration, phased and block-by-block grant" model and is listed as an important vehicle for the pilot market-based grant of sea use rights in Xiangzhou waters, with the first sea area grant striving to achieve a "zero breakthrough" by the end of 2026. The project is currently in the sea use public notice stage.
