US State Department: Belarus Level 4 'Do Not Travel'

The U.S. State Department maintains a Level 4 'Do Not Travel' advisory for Belarus due to unrest and other risks. The U.S. government has extremely limited ability to help detained U.S. citizens; consular access may not be granted, and arbitrary detention with no contact with the outside world is possible. On 28 February 2022 the department ordered the departure of U.S. government employees and suspended operations at U.S. Embassy Minsk, with no consular services, routine or emergency, until further notice.
