China: Level 2 Advisory, Exercise Increased Caution Due to Arbitrary Enforcement and Exit Bans

The U.S. State Department issued a Level 2 advisory for mainland China due to arbitrary enforcement of local laws, exit bans without fair process, and risk of unjust arrest or detention. Expansive national security laws grant broad discretion to detain or interrogate foreign nationals. U.S. citizens of Chinese heritage or with ties to the U.S. government may be targeted. Hong Kong and Macau have separate advisories.
