Venezuela travel advisory lowered to Level 3: some areas remain off-limits

The U.S. State Department lowered Venezuela's travel advisory to Level 3 (Reconsider Travel) due to crime, kidnapping, terrorism, and poor health infrastructure. Some areas remain Level 4 (Do Not Travel), including the Colombia border region, Amazonas, Apure, and others. The U.S. embassy is partially resuming operations, but routine consular services remain suspended.
