Shanghai deploys high-quality development of inbound tourism, aiming to build China's first stop for inbound tourism

On October 22, 2026, the Financial and Economic Work Committee of the Shanghai Municipal Party Committee held a meeting and proposed accelerating the building of "China's first stop for inbound tourism." The meeting proposed expanding sightseeing tourism, deepening business tourism, strengthening sports-event tourism, energizing cultural and entertainment tourism, and solidifying study-tour tourism, as well as vigorously developing the nighttime economy; it also required raising the level of payment facilitation, increasing the conversion rate of departure tax refunds, and providing multilingual services, and building a matrix of must-buy brands including "Shanghai Customization," "Shanghai Gifts," and technology products. The meeting also studied improving the overseas comprehensive service system and promoting the "Go Global: Choose Shanghai" brand. The relevant measures are currently at the meeting-deployment stage, and no further reports on subsequent implementation progress have been seen.
