Shandong Issues the 15th Five-Year Plan for Tourism Development

On October 14, 2026, the People's Government of Shandong Province issued the "Shandong Province Tourism Development 15th Five-Year Plan." The plan specifies that by 2030, the province will receive 1.1 billion domestic and international tourist visits annually, total tourism revenue will reach 1.4 trillion yuan, and the value added of all-for-one tourism and related industries will account for about 6% of GDP. The plan proposes building a tourism spatial layout of "two circles radiating and pulling, dual axes leading and linking, four poles innovating and driving, five belts coordinating and clustering, and multiple points efficiently supporting," and deploys key tasks such as deepening "AI + tourism" applications, strengthening the advantages of marine tourism, and expanding the "Friendly Shandong" brand matrix. Follow-up reports state that the plan proposes initially building a modern tourism-strong province by 2030, becoming a new highland for national culture-tourism integration, a national rural tourism destination, and a preferred coastal leisure vacation destination, and specifies tasks including advancing two-way empowerment of "finance + culture and tourism," opening up the inbound tourism market, and enhancing the influence of the "Friendly Shandong" brand. The plan has now been officially issued.
