The U.S. Department of State rates France at Level 2: Exercise Increased Caution due to terrorism and unrest. It says terrorist groups may continue to plan attacks with little or no warning, with possible targets including tourist locations, transportation hubs, markets, government facilities, hotels and restaurants, places of worship, major sporting and cultural events, and educational institutions.
