    EU Commissioner on Drones and Civilian Protection in Eastern DRC

    EU Commissioner Lahbib said in a New York speech that drones are being used by multiple parties, including armed groups, in the conflict in eastern DRC and are hitting civilian areas. She said that less than three weeks after her February visit to Goma, a drone struck a residential building in Goma housing humanitarian workers and EU personnel, killing UNICEF humanitarian worker Karine Buisset. She stressed that international humanitarian law applies to drone warfare and called for the protection of civilians, humanitarian workers, hospitals, aid convoys and camps for displaced families.

    European Commission Disburses €3.3 Billion in Defence Funding to Ukraine

    The European Commission disbursed €3.3 billion to Ukraine for defence procurement under the €90 billion Ukraine Support Loan, covering drones and missiles. It is the fourth payment under the loan's defence window and brings the Commission's payments to Ukraine this year to nearly €15 billion. The Ukraine Support Loan includes €30 billion for budgetary aid and €60 billion for defence across 2026-2027. The Commission also said it is ready to use remaining funds from the Security Action for Europe instrument to launch a new joint EU-Ukraine programme to develop a European air and missile defence system.

    Chinese Consulate Reminds Visitors to Jeju to Follow South Korea Drone Rules

    The Chinese Consulate General in Jeju reminded Chinese citizens in and traveling to Jeju to comply with South Korea's drone rules. South Korea strictly controls unmanned aircraft, and all flights must comply with the Ministry of Land, Infrastructure and Transport's aviation safety rules, which specify altitude, time, no-fly, and controlled areas. The newly revised Article 161 of South Korea's Aviation Safety Act takes effect on September 17, 2026, significantly strengthening penalties for illegal drone flights; flying without approval in a no-fly zone can result in up to one year in prison or a fine of up to 10 million won (about RMB 50,000).     EU-Ukraine Drone Alliance Holds First Board Meeting

    The EU-Ukraine Drone Alliance held its first board meeting in Brussels with 18 founding members, including nine EU companies and nine Ukrainian companies. The Alliance aims to accelerate development and production of next-generation drone and counter-drone systems. Ukraine produced over 4 million drones in 2025 and expects 10 million in 2026. Commissioner Kubilius stressed the need for design cycles measured in weeks and rapid scaling capacity.

    European Commission Approves €6.1 Billion for Ukraine's Air Defence and Defence Procurement

    The European Commission approved an additional €6.1 billion for Ukraine to procure defence products in air and missile defence, ammunition, drones and electronic warfare, funded under the €90 billion Ukraine Support Loan. The decision also enables Ukraine to procure PAC-3 missiles for Patriot systems, including via the NATO-coordinated PURL mechanism, and includes five derogations from standard eligibility conditions. With this approval, the €28.3 billion allocated for Ukraine's 2026 defence support has been fully committed.

    The Civil Aviation Authority of Singapore (CAAS) and SAFRA will trial Unmanned Aircraft Flying Areas (UAFAs) at four SAFRA clubhouses from 3 August 2026 for six months. The trial sites are indoor futsal and squash courts at Choa Chu Kang, Mount Faber, Tampines, and Toa Payoh, equipped with drone gates. The public can book free slots via the SAFRA app or web portal. The trial aims to explore safe repurposing of enclosed spaces for recreational drone flying, with potential expansion if successful.

    Singapore Establishes Temporary Restricted Areas for NDP Aerial Activities

    The Civil Aviation Authority of Singapore (CAAS) announced temporary restricted areas (TRAs) over parts of Singapore on selected dates in June, July, and August 2026 for National Day Parade (NDP) aerial activities. The TRAs cover the Kallang area and extend from ground to 3,000 feet. During these times, all aerial activities including kite-flying and drones are prohibited, with penalties for violations.

    EASA launches IAM Hub Release 5 and updates SORA 2.5

    The European Union Aviation Safety Agency (EASA) launched the fifth release of its Innovative Air Mobility (IAM) Hub on 9 October 2025, alongside an updated SORA 2.5. The new version simplifies authorisation for UAS operations in the specific category by clarifying text, reducing room for interpretation, and lowering the evidence required for most low-risk Visual Line of Sight (SAIL II) operations, while relaxing certain requirements on containing drones within the operational volume. Release 5 adds a Drone Rule Navigator, the eSORA tool with a cross-border operations feature, a UAM guide co-created by UIC2, and new population density and land use data.
