    Shanghai Jing'an International Reception Hall Opens 24-Hour Self-Service Area

    The Jing'an International Reception Hall on Nanjing West Road in Shanghai, converted from the former Shanghai city air terminal, reopened on 28 September 2025 with a 24-hour self-service area on the ground floor where residents and domestic and international travellers can handle Hong Kong and Macao travel endorsements and foreign-currency exchange. The venue combines talent services, cross-border data services, corporate outbound services and foreign-national facilitation services, and offers foreign-related rights guidance and inbound-tourism advice, working with a Jing'an District People's Procuratorate workstation on intellectual-property protection for cultural and tourism firms.

    EU Proposes Public Procurement Reform and Innovation Act

    The European Commission adopted proposals to overhaul EU public procurement, merging three directives into a single regulation, cutting five procedures to three, and creating a single European procurement platform. At least 30% of award weighting must be based on quality rather than price, with mandatory European preference in strategic sectors such as clean tech, cloud and AI, and critical medicines. A companion European Innovation Act sets quality at no less than 50% of R&D award criteria, with at least 15% for innovation, and caps award at 60 days after tender close.

    Commission proposes new European Innovation Act

    The European Commission proposed the European Innovation Act to help Europe's most innovative companies grow across borders and compete globally. The proposal addresses two main challenges: helping innovative companies access financing and establishing a common procedure for R&D procurement. Measures include a common EU framework for intellectual property valuation, a digital marketplace for IP transactions, and simpler cross-border R&D procurement. The Commission expects around €35 million in administrative cost savings and €10.2 billion per year in additional IP-backed financing.

    Q&A on the European Innovation Act: R&D procurement and IP

    The European Commission published a Q&A on the European Innovation Act, explaining R&D procurement rules and IP support measures. R&D procurement currently represents about 0.6% (€17 billion) of annual EU public procurement expenditure, while other leading economies invest 5 to 8 times more. The Act would create common R&D procurement rules, providing legal certainty, and is expected to save public buyers €1 billion per year and generate €25.92 billion in additional annual profits for companies. A Competence Centre within EUIPO will support IP-backed finance and commercialisation.
