State Council Forwarded Measures to Boost RV Consumption

• The State Council General Office forwarded on 13 September 2026 the measures jointly proposed by the Ministry of Culture and Tourism, NDRC, MIIT, Ministry of Public Security, Ministry of Natural Resources, Ministry of Ecology and Environment, Ministry of Transport, Ministry of Commerce, SAMR and the financial regulator.
• On supply, the policy encourages product suitability design and new-energy RVs, accelerates standards for whole-vehicle safety and key system components, and supports retrofitting of energy storage and living facilities.
• Scrappage changes: small and micro non-commercial self-propelled RVs follow the service life of small and micro non-commercial passenger cars with no mandatory scrappage; rental small and micro self-propelled RVs extend from 15 to 25 years; caravan trailers from 15 to 20 years.
• On access and parking, localities may refine urban road management, height-limit devices at public car parks should account for RV passage, and concentrated parking sites are encouraged, with expressway service areas planned for RV parking and water, charging and sewage services.
• Campsites are integrated into the territorial spatial planning 'one map'; simple campsites without hard surfacing may be managed under the original land category, and land may be allocated under the Allocation Land Catalogue or obtained via long-term lease or lease-first-transfer-later.
• Rental services encourage network layout, credit-based deposit waivers and one-way returns, plus AI and VR for smart recommendations, video vehicle viewing and remote guidance.
• Financial support includes improved RV financial products and insurance such as accompanied luggage insurance and in-vehicle property insurance, with reasonably set premiums.
• Safety management prohibits RV camping projects in disaster-prone, ecologically important or sensitive and fragile areas, and tightens fire and electricity management.
