SAP Concur Annual Survey: 2025 Business Travel Budgets Rise but Policies Tighten

SAP Concur released its seventh annual Global Business Travel Survey, covering 3,750 business travelers across 24 markets, 700 travel managers across seven markets, and 600 CFOs across six markets. The findings show 89% of travelers, 93% of travel managers, and 90% of CFOs expect travel budgets to increase or stay the same this year, yet 69% of travel managers say budgets do not reflect business travel's importance and 81% of CFOs agree budget limits prevent employees from traveling as needed. Meanwhile, 87% of travelers report their company cut back on previously allowed items over the past 12 months, including overnight stays, business class, and non-client travel.

Impact and considerations

The survey reveals a contradiction between rising travel budgets and tightening policies. T&E managers must balance cost control with employee satisfaction, while self-funded upgrades and cost-saving behaviors point to gaps in corporate travel experience.

Key points

  • 97% of business travelers say they are at least somewhat willing to travel over the next 12 months, contrasting with travel manager and CFO concerns about employee reluctance.
  • 94% of travelers say business travel is helpful (39%) or essential (55%) to their role success, with more men (58%) than women (49%) calling it essential.
  • 90% of travelers would consider declining a trip due to safety or social concerns (40%), health concerns (38%), or burnout (26%).
  • 58% of travelers have concerns about air travel safety, though 41% say it is not changing their travel plans.
  • 87% of travelers say their company cut back on previously allowed items over the past 12 months, including overnight stays (30%), business class (30%), and non-client travel (28%).
  • 85% of travelers would spend their own money on perks to enhance business travel, including higher-quality accommodations (38%), additional hotel nights (35%), and premium seating (30%).
  • 84% of travelers have recently taken steps to save money, such as eating cheaper meals (36%) or using personal cards to earn points (34%).
