Business Travel Brief: EU Secure Comms Expansion, Platform Selection and Lower-Tier Supply
Over the past 24 hours, the EU advanced on two fronts: expanding its IRIS² secure satellite constellation to more than 350 satellites with a new South Korea partnership, and approving the KIDS Act to restrict social media for under-13s. On the travel operations side, BCD research exposed a gap between sustainability goals and traveler behavior, United reiterated its expectation to pass on 100% of jet fuel costs, and Cleartrip and Fliggy competed for members through reduced change/refund uncertainty and refund subsidies. In China, Fenbeitong published a platform selection framework and review, Yali Technology disclosed a supply-demand gap in lower-tier city business lodging, and Meituan data showed rising long-haul and multi-destination trips for the upcoming holiday.
Analysis
Today's threads point to one trend: travel cost and risk are spreading from the booking step across policy, compliance, supply chain and after-sales protection. The EU's expansion of IRIS² to more than 350 satellites, with South Korea, Norway, Iceland and Ukraine as partners, signals that procurement and collaboration windows for secure communications infrastructure are opening ahead of 2029, requiring satellite, ground-segment and communications suppliers to position early. Meanwhile, the KIDS Act shifts the burden of proof to platforms, requiring advance child safety plans and age verification and parental tools on by default, raising product-design and compliance costs for social media, video-sharing and gaming platforms operating in the EU, and indirectly affecting corporate digital-service procurement reviews.
On the travel management side, BCD research shows 86% of travel buyers said their company has published sustainability goals, but only 47% reported travel-related goals; 61% of travelers knew of company sustainability goals but only 33% knew of travel-related ones, and 59% said sustainable-travel communications happen never or rarely. This gap shows carbon reporting alone does not change booking behavior; sustainability must be embedded into travel policy, approval, booking, communications and supplier management, focused on a few measurable priority behaviors. In parallel, United's CFO said the carrier still expects to recover 100% of jet fuel costs by year-end, noting about 35% of fourth-quarter tickets are already booked and cannot be repriced, creating a lag effect, while emphasizing customers are willing to pay more for premium seats and amenities like Starlink. This means corporate air budgets and cabin costs face upward pressure, and travel buyers need to define acceptable trade-offs in policy.
On platform competition, Cleartrip launched its Elite loyalty program with domestic flight date changes for just INR 9 to encourage earlier booking, plus hotel discounts and benefits, showing OTAs shifting loyalty competition from points rewards toward reducing booking uncertainty. Fliggy subsidises 12% of domestic flight refund fees for F4 and above and all 88VIP members, with five entitlements per person per year that stack with airline benefits; the China Air Transport Association is drafting a dedicated ticket refund and change group standard, planned for release within the year. Together, these point to after-sales protection becoming a platform differentiator, potentially redefining refund rules and cost-sharing.
In China, supply and selection issues are equally prominent. Fenbeitong published three layers of cost reduction and a 2026 review, categorising the market into native integrated, expense-control base plus third-party TMC, and pure TMC, with a 10-dimension weighted score, recommending native integrated platforms for companies with annual travel spend above 2 million yuan; however, the scores come from the platform itself and should be treated with caution. Yali Technology disclosed that in 2025 lower-tier market business-travel lodging orders grew 26.2% year on year, accounting for 43.3% of national business-travel lodging orders, yet over half of employees encountered hotel quality and hygiene issues in lower-tier cities, and 44% of travel managers cited incomplete resource coverage in county-level and lower-tier areas. Supply has not fully kept pace, leaving companies with limited in-policy hotel options and added management costs from rebooking and over-standard approvals. Meituan data shows Mid-Autumn and National Day flight bookings rose 44% year on year, long-haul flights up 76%, multi-destination users up 70%, with connecting flights and air-rail transfers favored for cost savings, further indicating that capacity and product bundling need advance planning during the holiday.
Overall, the core challenge in travel management is shifting from 'can we book it' to 'can we control cost, verify compliance and predict experience.' EU moves on secure communications and digital regulation will change supply chain and compliance cost structures for affected companies; fuel pass-through and premium pricing mean upward fare pressure is unlikely to ease in the short term; platform subsidy competition on refunds and member benefits may reshape after-sales standards and cost-sharing. Travel managers should watch: whether sustainability goals have been translated into executable travel policy and approval rules; the impact of fuel-cost pass-through on Q4 and next year's air budgets; how cost-sharing between platforms and airlines changes once the refund/change group standard lands; and whether the lower-tier hotel supply gap spurs new procurement and partnership models.
Industry updates
EU and South Korea Sign MoU on IRIS² Secure Satellite Communications
The European Commission signed an administrative arrangement with the Republic of Korea on IRIS², a multi-orbit constellation for secure communication. The EU decided last month to accelerate the system by expanding it to more than 350 satellites, adding capacity for defence, security and emergency services, with first satellites launching from 2029. Agreements were already signed with Norway and Iceland, and one with Ukraine will follow.
Cost-Reduction Logic and Selection Framework for Business Travel Platforms
Fenbeitong published an article outlining three layers of cost reduction for business travel platforms: supply chain, process labour, and compliance risk. It compares native integrated travel-and-expense platforms with stitched solutions, proposes five selection criteria, and offers recommendations by company size. It cites data that native integrated platforms offer better prices than C-end platforms for 90% of domestic/international flights and 80% of hotels.
BCD Research: Sustainability Goals Fail to Shift Traveler Behavior
BCD Travel's 2026 research highlights a gap between corporate sustainability ambition and travel-program action: 86% of surveyed travel buyers said their company has published sustainability goals, but only 47% reported travel-related goals; 61% of travelers knew of company sustainability goals, but only 33% knew of travel-related ones. 59% said sustainable-travel communications happen never or rarely. The report argues that carbon reporting alone does not change booking behavior and that sustainability should be embedded into travel policy, approval, booking, communications and supplier management, focused on a few measurable priority behaviors.
Cleartrip Launches Elite Loyalty Program Aimed at Reducing Travel Anxiety
Indian online travel agency Cleartrip has launched its new Elite loyalty program, designed around pre-transaction problems rather than post-transaction rewards. Chief Growth and Business Officer Manjari Singhal said customers often hesitate when unsure whether their plans will hold. United Airlines CFO Michael Leskinen said at the Morgan Stanley Laguna investor conference that the carrier still expects to recover 100% of jet fuel costs by year-end despite a recent rapid rise in fuel prices. He noted about 35% of fourth-quarter tickets are already booked and cannot be repriced, creating a lag effect, but said customers are willing to pay more for premium seats and amenities like Starlink as the industry turns more premium.
EU Unveils KIDS Act: No Social Media Under 13
European Commission Executive Vice-President Virkkunen presented the EU KIDS Act, which bars social media use under 13, allows 13-15 year-olds access only through guardian accounts, and imposes safety-by-design obligations for users under 18. Platforms must prevent stranger messaging, personalised ads and addictive features, and a framework for age verification and parental tools is established. The Digital Services Act had already led to investigations into TikTok and Meta.
EU KIDS Act Approved: No Social Media Under 13
European Commission President von der Leyen announced the EU KIDS Act has been approved by the College. It bans social media under 13 and personal accounts under 15; ages 13-15 may use only mini accounts set up and supervised by parents or guardians, limited to one hour a day. For ages 15-18, safety-by-design is obligatory. Platforms must submit child safety plans in advance, and age verification uses EU-certified tools.
