It highlights four key abilities: technology application, cultural interpretation, service organization, and complex situation judgment. It also warns against imbalances such as disconnect between equipment and content, squeezed humanities courses, and over-standardized practical teaching, and proposes reforms in curriculum, faculty development, and lifelong learning.
