Brazil's ANAC Seeks Comments on Congonhas Airport Slot Allocation
On October 3, 2026, Brazil's National Civil Aviation Agency (ANAC) launched a public comment period on infrastructure access conditions and slot allocation criteria at São Paulo's Congonhas Airport, with submissions required by December 29 via the Brasil Participativo platform. ANAC stated that the topics to be analyzed include the qualifications and prioritization criteria for air operators, the impact of existing infrastructure and slot supply on the entry of new companies, and rules for temporary use of slots with the possibility of recall; this consultation does not constitute a prior decision to modify rules, reserve slots for competition, or adopt a specific allocation mechanism. It was reported on October 16 that, as of October 15, ANAC requires general aviation operators to sign a contract with a fixed-base operator (FBO) before applying for takeoff and landing slots at Congonhas Airport, and the related decision has been published in the Official Gazette. The measure amends Decision No. 533 of June 7, 2022, and aims to combat parallel trading of airport slots and strengthen oversight of air taxis and private aircraft. ANAC director Tiago Faierstein said he will closely monitor and enforce the rules, and the new regulation also requires general aviation operations to provide more adequate proof of planning and ground support.
